AMD’s Robert Hallock, with his comments on Reddit, stated that AMD sees 95 degrees as normal for Ryzen 5000 processors.

Making a number of statements on AMD’s Ryzen 5000 series processors with Zen 3 architecture on Reddit, AMD’s Robert Hallock stated that the company defines 90-95 degrees as normal for  Ryzen 7  and  Ryzen 9 models with Zen 3 architecture.

Commenting on the question about the high- end Ryzen processors working with higher temperatures, Hallock stated that temperatures up to 90 degrees are completely normal for processors such as 5800X , 5900X, 5950X and are considered in terms of full load.

To a question about what temperatures are normal for processors with Zen 3 architecture, we also observe that Hallock typically describes temperatures of 90 to 95 degrees. In addition to this, Hallock pointed out that the processors are designed considering these temperature values, and said that these temperatures are very normal for AMD.
